There's very much a contrast going on, what with the Losers almost always being a little sweaty or dirty, and Max being completely *pristine*, almost clinical in his cleanliness (as he is in his "business" dealings).

Max is very ... I'd call him a walking cliché, because he's what many outside of the US unfortunately think of when they hear "US politicians" or FBI/CIA/NSA/etc. Inflated sense of self-importance and of entitlement, the "mission" to interfere globally because he'll be the only one who can fix things "the right way". In Max, this is rendered patently ridiculous, which is why I'm coming around to the actor's over-portrayal of his role.
I know Ebert said they tread the line, but Max himself is more satire than anything else. I kinda like it.
