Yes, he let Sai play all the games and never played himself.
But Hikaru is right, if Hikaru wants to play he must play all the games, altenating between Sai and himself really would be cheating.
I think that is why Shuusaku let Sai play all the games; there is just no halfway, is there...

Sai forgets he's dead and asks Ogata for a game
At times I find this poignant; at times grotesque (because he killed himself). But if he forgets (and it has been a thousand years) I suppose it means that he's totally invested in his present 'existence'.
Its laid on very thick in the anime.

I notice that Waya actually punches Mashiba in the Anime whereas he only lifts him by the lapels and pushes him in the manga. Animes are great for action !

The 'is Shindou Sai?' issue puts Waya off balance for the game right before this conversation and then Hikaru's next opponent gets worried about his victory over Waya. In fact theres a lot overall about psychological advange of one sort or another in this volume.

Waya is the one person who can figure it out if Hikaru slips up somewhere. Akira is by now sure Hikaru is not Sai. Odd yes, but Sai? No.
Akira has moved onto obsessing about Hikaru for Hikaru. I think...
